Dubai Embraces Remote Work and Flexible Hours to Ease Traffic
In a significant move to tackle traffic congestion, the Dubai Government has recommended the adoption of flexible working hours and remote work policies. These measures are part of the Traffic Flow Plan recently approved by the Dubai Executive Council, aiming to enhance mobility and improve the quality of life across the emirate.
Survey Insights: Impact of Flexible Work on Traffic
Two surveys conducted by the Roads and Transport Authority (RTA) and the Dubai Government Human Resources Department reveal promising results. Findings indicate that remote work and flexible hours can significantly reduce peak-hour traffic on Dubai's busiest roads. Notably, implementing flexible working hours with a two-hour start window and allowing four to five remote workdays per month can decrease morning peak travel by 30%.
For example, if 20% of employees worked remotely, traffic on Sheikh Zayed Road could drop by 9.8%, while Al Khail Road could see an 8.4% reduction. Flexible working hours alone could cut traffic volumes by 5.7% on Sheikh Zayed Road and 5% on Al Khail Road.
Adoption Across Sectors
The surveys revealed that 32% of private companies in Dubai currently implement remote work policies, with 58% ready to expand these options. Additionally, 31% of firms already use flexible work hours, with 66% showing willingness to adopt them. Government entities have also embraced remote work, with 80% offering employees the option to work remotely twice a week. Employees have responded positively, with over 80% reporting equal productivity levels and 90% facing no communication issues.

Dubai leaders have emphasized the initiative’s role in fostering well-being, community happiness, and sustainability. His Excellency Mattar Al Tayer highlighted the broader impact of these policies, which include reducing traffic demand, expanding truck movement restrictions, increasing bus and taxi lanes, and promoting carpooling and public transport.
His Excellency Abdulla Ali bin Zayed Al Falasi underscored the adaptability of Dubai’s workforce and the synergy between public and private sectors in implementing these changes. Since 2020, remote work has become a cornerstone of corporate culture within Dubai Government entities.
